Progressive IPTU, understand what it is and how it works!

The progressive IPTU was a tool created by the city government to try to give that little push to owners with empty properties.
Is the idea good? Yes.
Did it work? No...
Let's understand why!
The idea is simple: property that does not fulfill the “social function of property” can be notified and pay more expensive IPTU each year.
The intention is to give people an incentive to get moving and avoid leaving properties empty.
Ah, it's important to explain! The social function of property is not limited to social housing.
It is to give any use of interest to society
and yes, even the frozen yogurt shop is fulfilling some social function.
Ok ok...but why didn't it work?
The biggest difficulty for the city hall is identifying vacant properties
That's right. Many properties have a unique registration number, for example.
and a shop on the ground floor.
The store is there, full of people and the rest is empty.
Done. It became subjective. Empty or not?
After this small but important detail, let's just say that the city government located the properties and BANG! Notified everyone.
Wow! With the property tax going up, the owner will feel it in his pocket, he will get moving and try to find some use for the building, right?
Not always.
An empty building usually causes a lot of expense.
And often owners simply give up paying the IPTU.
I owe, I don't deny it, I'll pay when I can.
It starts like this in year 1...in year 2...in year 3....When the city hall manages to increase the IPTU, for the owner who has already owed 10 years, it makes no difference at all...
And the building is there…
